History

In March 2019, the Parliament of Montenegro adopted the Law on Academic Integrity, which should contribute to the promotion of the principles of academic integrity and improving the quality of education.

In accordance with the Law on Academic Integrity, the Government of Montenegro in 2019 appointed an Ethics Committee that will perform tasks related to the preservation, protection and promotion of the academic integrity and prevention of all forms of violations of it. The University of Montenegro replaced the previous Court of Honor with the Ethics Committee in September 2019.

In March 11, 2021 the Government of Montenegro, at the proposal of the Ministry,  passed the Decision on the appointment of the Ethics Committee in the new convocation. The members of the Ethics Committee are representatives from academic and different scientific fields according to Frascati’s classification.

The members of the Ethics Committee are:

Prof. dr Mara Šćepanović, chairman;

Prof. dr Igor Đurović, cochairman;

Prof. dr Snežana Miladinović, member until 2023;

Assistant Prof. dr. Milica Kovačević-Orlandić, member from 2024;

Prof. dr Vesna Vukićević Janković, member;

Prof. dr Vladimir Drekalović, member until 2024;

Prof. dr Nedeljko Latinović, member;

dr sc. med. Tanja Boljević, member.

Structure

The Ethics Committee was formed on the basis of the Law on Academic Integrity and is independent in its work.
The manner of work and decision-making of the Ethics Committee is determined by the Rules of Procedure of the Ethics Committee.

The Law on Academic Integrity stipulates that the Ethics Committee:

1) adopts and monitors the application of the Ethics Charter;

2) promote the principles of academic integrity;

3) decide on the proposal for determining the violation of academic integrity for the citizens of Montenegro whose work has been published, ie the qualification acquired outside Montenegro;

4) give an opinion on regulations and initiatives concerning academic ethics;

5) submit an annual report on its work to the Government of Montenegro;

6) perform other tasks in accordance with the Law on Academic Integrity.

Investigation

Any person may submit a proposal to the Ethics Committee, either signed or anonymous, to establish a violation of academic integrity for the citizens of Montenegro whose work has been published, or qualifications acquired outside Montenegro.

The Ethics Committee is obliged to make a decision within six months from the day of submitting the proposal of the violation of academic integrity.

An administrative dispute may be initiated against the decision of the Ethics Committee.

Training

Promoting Research Integrity

Academic integrity, ie research integrity, can best be promoted in synergy with Montenegrin universities. In this way, through positive but also unfortunately very often negative examples, it is necessary to publicly point out all forms of (non) academic behavior. The Ethics Committee plans to expand promotional activities among future academic community members and elementary and high school students.
